Gate 2 · pilot readiness
Requires a qualified property cohort, owner terms, legal and tax review, insurance path, safety files, suppliers, manual operations and an approved research recruitment method.
Gate 3 · expansion
Only measured repeatability, owner retention, verified contribution, safe delivery and real demand can support more cottages or later estate analysis.
